Motorola has expanded its list of phones which are getting Android 13 update
To be more accurate, Motorola actually doubled the number of devices getting the Android 13 update. From the initial 10 devices, we now have 20 on it. Motorola’s employee notified users in forums about the change. Many users have been asking for Android 13 updates in the forums, and many of them own devices that were not included on the list initially. That may have something to do with the change, we’ll never know. The list now includes the following phones:

The company’s employee also added that “select devices” will start getting the update in “early 2023”. He did not share any additional info. So, not only do we not know which devices, but we don’t know when exactly.
It will take the company quite some time to update all of these
It will probably take Motorola quite a bit of time to deliver Android 13 to all the devices on this list. The first devices to start getting the update will almost certainly be the newest and most powerful ones. That’s, at least, some sort of a guideline. So, in other words, we’re expecting the update to arrive to the Motorola Razr (2022) Motorola Edge 30, 30 Ultra, 30 Pro, and a number of other devices first.
